Yes. There are 3 GSM operators in Bulgaria (MTel, Globul and Vivatel). Each of them sell pripaid SIM cards. The rates are different and depend on what operator you choose and to what network you will call but average price per minute is something like 0.50 BGN (0.25 EUR).
